Default how to lock a cell size?

Is there a way to lock a cell within a form so that it will not carry to the
next page if too many characters are entered? I know you can put a limit on
how many characters can be entered but it is not exactly what I want. I want
to lock the cell. Is it possible or do I have to count the characters?

Turn off auto resizing in the table, and then set an exact row height and
preferred column width.
