Default Allow users to choose "Arrange All" direction vertical or horizo

I am sick of having to choose Arrange All and then drag the files to vertical
side-by-side positions. Please let users choose the direction in which the
files will be arranged (horizontal, i.e., one on top of the other, or
vertical, i.e., side-by-side).
