Word 2007 creates files in a new file format identified with a
..docx filename extension, and some employment websites don't
quite know what to do with Word 2007 .docx files. So if you
create Word 2007 files that you intend to upload to employment
websites, you should click on Office Button | Save As | Word
97-2003 Document.

Funnily enough, it seems that many people have never downloaded any of the
support files to handle .docx files on earlier versions of word.
You would need to really prepare stuff not using facilities or file types
earlier than the version your clients use. Although conversion is possible
it can be a right pain.
Then add Open Office users into the mix and .... gulp.

still in trouble - you were right the older version allowed the up load but
the employer can not read the info - when I checked it it appears to be in an
unusual format - letters & numbers & symbols - what happened?

I expect you saved it in the default 2007 format - .docx
Do a Save As and choose 97-2003 format (.doc) and try uploading that...
