Default How do I set up a JPEG file as a backround?

I am trying to write a flyer, and I wanted to know if I could set up a JPEG
file as the backround? I've seen it done before, I just don't know how.

Select Format Background Printed Watermark... from the Menu
In the Dialog, select Picture Watermark
Press the Select Picture button
Go find your picture and click on Insert
Click on OK to close the Watermark Dialog
