how do i put rip off tags on the bottom of a poster

Default rip off tags

This is usually done with a (borderless) table with the text rotated.

Default rip off tags

Put a one row (say) 20 column table in the footer as close to the bottom as
your page margins will allow (your printer driver will probably not allow a
zero margin). Set the table borders off. Drag the left and right edges of
the table to the edges of the page (again you probably cannot have a zero
margin). Distribute the columns equally. Enter your text in the first
column, rotate it, then copy and paste to the rest.

And note that if you have Publisher, that application has premade templates
for tear-off posters.

FWIW I've seen some where you rip off the right hand side of the paper so no
need to change text direction.
