Default Printing problem : letter head with full colored block

Hi. I am creating a template for my office with a header for letter head. The
design of the letter head is a full (orange) colored block on the top of the
A4 (portrait orientation).
I managed to get draw the block by using table in the header and change the
left and right margin to the maximum of the A4 width.
I export to MS Image writer, and it produces just like I want. But when I
print on a piece of paper, it always put a 2-3 mm margin at the top, left,
right margin. Is there any way to print starting from the very edge?
In google, lots of people say this can't be done as there's always intrinsic
margin in the printer itself? Thank you.

Some printers support 'borderless printing' (check your printer
properties) -- but even if you have a printer that can do this, you're
creating an impossible situation: everyone who'll be using the letterhead
will need to set the printer specifically to do it, every time they need to
print a letter --

a) You'll need to train everyone on how to do this, and some people --
senior managers in particular -- will not absorb the information.

b) Many people will forget to do it and either waste paper or ignore the
problem.

c) Letters created as PDFs and emailed will get printed any old how.


In short, the design you have is just impracticable for on-the-fly
letterhead printing.
