Default how do I resize a scanned document?

I would like to know how to resize documents I have scanned into my computer.
I need to make them much smaller in order to upload them into a different
program. How do I do this?

Are you using an OCR program to scan them into the computer? If not you have
an image, which is difficult to work with. If you scanned to a PDF using
Adobe Acrobat (not the reader) your can then "Save as" a Word document.
