Default Error Message Installing New Font

When I attempt to install one new font, I get the following message:

File is currently being sued and cannot be replaced. Wait until
Windows is finished using the file and then try again.

I used Task Manager to close any graphics programs or Office programs
running in the background and still have this problem.

Just to make sure it wasn't a problem with the file itself, I
downloaded two other fonts and tried each one separately and get this
same error message.

Google search yielded no helpful results - just similar questions
posted in forums with no clear responses.

Since this is the first time I've installed a new font on this machine
I have no idea what could be the issue.

Any help would be greatly appreciated. I'm trying to design my wedding
invitation and only have this holiday weekend to work on it.
