How can I change the default size of legal paper from 21,59 x 35,56 cm to
21,59 x 32,9 cm.

Here in my country Colombia, the legal paper size is smaller than the you
have in the U.S., so for most of the colombians who use Office is very
annoying that legal paper (Papel Oficio) that is by default with Office is
smaller. Every document that you do with the Legal paper that come with
Office have to have a bottom marging at least of 5 cm... So, can somebody
teach me how to change the default size of Legal paper that come with Office?

You cannot change the default size. You can however create a custom size or
just create a template that has the required bottom margin and base your
documents on that template.
