Default how do i insert a line within a cell in a table

I wish to insert a line in a cell above and below some text. I have seen
this done, but don't know how to do it. It is not a border! Can anyone help?

If it's both above and below the text, then it _is_ a border -- but applied
to the text paragraph, not the cell or the table.

Put the cursor in the text that should have the lines above and below it. Go
to Format Borders & Shading. On the Borders tab, set the Apply To box to
"Paragraph". Select the Box icon on the left, and then click the right and
left borders in the Preview picture to turn them off. Click OK.

Just wondering, would a return before and after the text not create the extra
line?

Different kind of line. The OP is looking for a line like a border, not a
line space.
