Please tell me how to set-up these binder spine labels.

In the Labels Options dialog, open the Label Products dropdown. There is a
choice for "MACO/Wilson Jones standard", and you may find the product number
there, although none of them specifically say "binder spine".

If that gives nothing usable, get a ruler and measure the sizes of the
labels and their distance from the top and left edge of the paper. Either
try to find a match among the other label products in the Options or create
a custom label definition.
