Default Pre 1997 Word Versions

I have created files in Word (pre-1997 versions), which I can no longer open
with Word 2007.

is there a file conversation program available that allows these old files
to be converted to either a new Word file or even a pdf file?

You should be able to open those files. What happens when you try?

See "Information about certain file types that are blocked after you install
Office 2003 Service Pack 3" at http://support.microsoft.com/?kbid=938810,
and note that it is Method 1 that you want.

Although the specific article for Word 2007 is
http://support.microsoft.com/kb/922849/, it does not include the
downloadable update.

Which 'pre-1997 versions' are you talking about? You'd need a converter for the DOS-era files, but the later ones should be OK.
