Default How can I protect a document but allow users to navigate from TOC

I have a training manual that I want to have the users be able to click the
TOC & go to that topic but not be able to change the text within the
document. Currently protecting the doc does not allow the links to work.

Why not just have them use the ViewDocument Map? Or better yet, create a
PDF.
