Default Protect Document Button in Word 2007

Has anyone encountered the Protect Document button without a drop-down menu
and an explanation for why this is the case?
We have two systems here where this button doesn't show the drop-down menu
while others do. We originally thought it was the difference between Office
2007 Standard and Pro but one user has Standard and the drop-down menu
appears on that screen. We then thought it might be the operating system as
Vista gives more restriction options but it turns out that we have users in
each category, some with the drop-down menu and some without.
I'm stumped on how to change this so all users have the same "version",
which in this case would be having the drop-down menu for this button.
