Default Problem with "keep with next"

I have formatted a heading style to "keep with next", but it doesn't always
work. If I go in and check the individual paragraph's formatting, the "keep
with next" box is checked, but the heading is at the bottom of a page, not
with the next paragraph. This next paragraph was a bullet if that makes any
difference.

Select both heading and following para, then apply "keep lines together". See
if that does the trick (no guarantee from me).

It won't. "Keep lines together" applies only to the lines in a single
paragraph.

Make sure you don't have an empty paragraph below the heading and that the
following paragraphs aren't also formatted as "Keep with next."
