Default Fix position of text box

I'm producing a newsletter which has a picture at the bottom of page 2 and a
title/heading/address etc at the top of page 3. It would be helpful if I
could fix thses two elements in those positions so that other text I add does
not move them.
Any help gratrfully received

Default Fix position of text box

All objects embedded in a Word file are attached to the text in some way.
There are features to help control the positioning, but accessing them
varies with version of Word - which you neglect to mention. You might start
in Word Help for: Text Wrapping as well as reviewing the Advance Layout
features for picture formatting.
