Default setting a low quote ahead of a word and a high quote at the end

In German, I want to set a bottom quotation mark ahead of a word and then a
high quotation mark at the end of the word. How do I do that?

Default setting a low quote ahead of a word and a high quote at the end

Is the text language set to German? If so (at least if you have German
proofing tools installed), the appropriate quotation marks should be used
automatically.

Default setting a low quote ahead of a word and a high quote at the end

It doesn't need German proofing tools - just the AutoFormat Smart Quotes
option set.
