Default Border and title template

I need to create a document with a template with a standard border and
title block. Into this I will be pasting several pages of a document which
uses automatic paragraph numbering. If I use text boxes for the border and
title, I have to paste the document into separate pages. However, this
results in the numbering restarting on each page. Is there a way to create
a border and title block which will appear on each page and not affect the
the document in any way. This border has to completely surround the page,
so I can't use the header and footer for this purpose.

Any help will be greatly appreciated.

Have you looked at FormatBorders & ShadingPage Border?

The title could still be put into the header, allowing it to appear
consistantly on each page.

Default Border and title template

You _can_ put it in the header or footer. Just don't have text wrap around
it, put it behind text.
