Default forms to fill in on computer

Can a form that used to be printed be made into a computer fill-in form?

Yes, by scanning and building the fillable areas with a tabular form over
the scanned image, but it is a lot of work and not worth doing for a
one-off. Furthermore some forms are intended to be hand filled so that
hand-writing evaluation may be employed.
