Translation service

Hello,
With the PC of some of my friends, I found them have the feature to
translate from swedish to English and I donot know how to enable this.
I noticed that thier office is SP3 so I upgraded my office from SP2 to SP3
but it is the same, I can translate from some languages to English but not
swedish or Arabic as an example, so could you help me with that.
