Default Page Numbering Troubles

I'm having some difficulties with page numbers in Word. I'm working on a
document that consists of a coverpage (it just contains instructions; it does
not have a header/footer and shouldn't be assigned a page number because it
is not supposed to be printed) and the body of the document which does
include some continuous section breaks to protect only certain parts of the
document. When using the 'Page x of y' format in the footer of the document,
Word manages to number all the pages correctly (starting at 1 on the first
page of the body of the document) until it reaches the last page which is
will always number '2 of y'. I've tried just using the 'Page #' format
instead but it will still be labeled page 2. This is a protected documet used
as a checklist by others and they will be unable to edit the footer to
manually write in the correct page number so I need to figure out how to get
it to work correctly. Any suggestions?

Note that the page numbering options are section-specific.

Unprotect the document and then, for each section, look at the Page Number
Format dialog box. To have continuous page numbering, you would want the
"Continue from previous section" to be selected.

The likely culprit in this case is a continuous section which is limited to
part of a page, so that it has no visible header or footer, is resetting the
numbering. To access such a section, you can temporarily insert a page break
so that you can access the header/footer area.
