Default Hidden text is still visible even though Reveal Codes is off.

Also, even though it's formatted as Hidden Text, the dotted lines underneath
do not appear leading me to believe it's not really formatted as hidden text.

Default Hidden text is still visible even though Reveal Codes is off.

Look in the Options dialog box (Office button | Word Options, Display
category in Word 2007; Tools | Options, View tab in Word 2003) and remove
the check mark next to "Hidden text"; when you show/hide nonprinting marks
it only toggles the settings not explicitly selected in the dialog box.
