Default inconsistent page breaks when using footnotes

The space between the end of the text and the beginning of the footnotes
varies throughout my word document. I have removed all of the Line and Page
Breaks formats (widows/orphans, keep lines together, etc). Does anyone know
why the document still leaves up to an inch of space (seemingly randomly)
before the footnotes?
