Default Default vs Unicode setting opening text file?

Under Windows XP and Word XP, one user opens a text file and gets a dialog
box asking which text converter she wants to use, default being Unicode 7.
Two other users with the same system, same image, same programs open the
same file, and Word opens them directly with no dialog box and no
difficulties. Where do we look for the setting that controls this?
