Default Paragraph numbers in the right hand margin?

I cannot find a way to insert paragraph numbers into a doucment which 3-tier
TOC headings already in place?

Is there any way to insert paragraph numbers in the right hand column so
each paragraph has its own convenient reference, instead of having a TOC
heading for every para in the left-hand margin?

Ideally this could be X.1, X.2, X.3 etc where X = the level 1 TOC heading
for each chapter.
