Default TOC & Styles

When I type a document in legal such as a prospectus or brief that needs a
TOC do I type the document first and then create the TOC or do the TOC first
and then do the document with styles applied?

There is no TOC until you have created the document since the TOC is
generated from headings in the document. The headings and the TOC use
different styles, which can be formatted independently. See
