Default How do I make a document read-only that cannot be undone?

The Prepare/Mark as Final feature seems convenient, until I discovered that
anyone who received the "final" document can undo the finalization by
performing the same steps again. Is this a bug? If not, how to I make
something read only that cannot be undone?

Thanks.

Open the file.

Do one of the following:

In the Password to open box, type a password, and then click OK.
In the Reenter password to open box, type the password again, and then click

Actually, the answer below is for Office (Word) 2003. In Office 2007, The
heres how to make a document truly read-only [just figured this out]: in
the ribbon, go to the Review Tab. On the far right, theres a box called
€śProtect Document€ť, which is essentially unchaged from Word 2003. Click the
down-arrow, and click on €śRestrict Formatting and Editing€ť. Then, click the
box in item 2 (€śAllow only this type of editing in the document€ť) and the
first item in the pull down menu is €śNo changes (Read only)€ť. Check that,
then €śYes, Start Enforcing Protection€ť. Done
