using INCLUDEPICTURE does not seem to allow me to allign picture with my
tesx. When I change to "in front of text" in the layout screen, word seeme to
automatically reset it to "in line with text"

Would this be Word 2000? That version sometimes had a habit of being
reluctant to adopt layout settings and you needed to apply them a couple of
times to be sure. Recent versions set the insertion options through tools
options edit.
