Default How to make footnote spill over to next page ?

How can I limit the space taken for footnotes on a page to , say, 2 cm
? So that longer footnotes spill over to the next page ?

You can't force this. Word automatically continues footnotes when they won't
fit on the page (because the reference in the text comes too close to the
bottom of the page), but you can't define a set footnote area.
