Default How do I set up a document that looks like a County Recording Doc

I need to create a document with a line down the center top of the page so I
can type an address on the left side with a line down the center and then a
spot to have the county recorder put their stamp.

What I would do: as the very first "thing" in your body text area,
insert a table (1 cell only). [Every thing that has to come before I'd
put into the first page's header.]

Fix the tables height, and add a right border to the table. Then make
the cell as wide as you need on the left side, and make sure the right
border is in the middle where you want it.
