I AM USING ROWS COLUMNS OVER SEVERAL PAGES. AND FOOTNOTES ARE COMING UP
SEVERAL PABES PRIOR TO THE REFERENCED TEXT FOR WORD 2003

If your footnotes are in a table, make sure to start new rows sufficiently
often; with deep rows, Word may have problems positioning the footnotes
correctly.

It's very odd, though, that the footnotes are showing up *early* in this
context, since Word's usual procedure is to put table footnotes on the page
where the row ends. With rows deeper than a page, this can result in
deferred (and sometimes suppressed) footnotes, but I wouldn't expect to see
them promoted to an earlier page.

I agree that that it is strange. Usually, the footnote reference is on one
page and the footnote text on the following page (not the other way around).
