Default Numbered Heading Don't restart automatically

Until Word 2007this wasn't a problem for me. I often use a numbered heading
layout and it no longer works.
What I want looks like this:
I
A.
B.
1.
2
II.
A.
B.
1.
2.
Etc.
Instead, I Get
I
A.
B.
1.
2
II.
C.
D.
3.
4.
I am constantly having to right click "Restart numbering at 1, or at A.
This is really a waste of time, and I fail to see any logic in the default
numbering setup.
Is there any relatively simple way to may Word headings number in a logical
manner?
