I presume the title is meant to be a question but, quite frankly, if you
can't write down (or type) a list of items to check you really shouldn't be
involved in safety inspection, so maybe you have started doing something and
have a more specific question about how to proceed with some element of it;
if so, do, please, ask it.

If you don't know how to create a report, then you can use (or at least try to find a suitable one) template for the report. For example, here https://slidepeak.com/blog/how-to-cr...eport-template is a detailed description and examples of such files. It seems to me that it will be useful for you to read the information on such resources.
