Default Expanding Header

In my document, which is dividied into several sections, one of the headers
has expanded to approx. 3 inches. When I attempt to reduce its size by using
the vertical ruler, it actually expands further and inserts all text on the
page inside the header. There is nothing in the header except a paragraph
mark. I have checked the page layout and paragraph settings, and reviewed the
document showing codes and nonprinting characters. I can find nothing. Does
anyone know what is wrong? Thanks.

Default Expanding Header

On the Layout tab of Page Setup, make sure the vertical alignment is set to
Top.
