I had to make a continuous section break within a chapter of a larger
document. I have endnotes at the end of each chapter, so I suppressed
endnotes for the first section of the chapter. While the endnotes now all
appear at the end of the chapter, I cannot get them to number continuously
within the chapter, despite trying every imagineable option on the footnote
menu, including manually putting in the proper number in the "start numbering
at" choice. Is there some kind of bug, or am I missing something?

No, you're not missing anything. The choices are "Continuous" or "Restart
each section," and those are interpreted very literally.
