Default Footnote and where the footnote is placed on page

My footnote is set up to be on the bottom of page and the footer margin is
set at .5 - however, the footnote is ending up in the middle of the page
which looks goofy. I am working in Word 2003. Any suggestions?

It sounds like when you insert the footnote you have Location set for Below
Text rather than Bottom of Page.

That aspect has been covered. The "Bottom of Page" option is chosen, so
that's not it.

Just prompting you to double-check 'cause that's the most likely cause:-)
You'd be surprised how many times we're sure only to find out later that
perhaps we shouldn't have been:-)

Another possibility is your Bottom Margin setting. That's what determines
where the footnotes go unless you do have footer content.

If you do have footer content, such things as Space Before applied to that
content will force footnotes up.

Additionally, the Footer Margin dictates how close the bottom of the footer
content is allowed to come to the edge of the page. Footer content moves up
from there, so if there are several lines of content, images or other
objects in the footer it can force footnotes up as well.

The only other cause I can think of is a corrupt document, but check the
other ideas out before making that assumption. BTW - having the non-printing
characters (¶) turned on can help determine what's going on with spacing
issues if you hadn't already done so.
