First separate page 11 from page 10 with a section break next page (not a
page break). Then got to the footer on page 11. From the header/footer
toolbar choose 'format page number'. Input '11' for the start at number. Then
reset the insertion point where you just formatted the starting number and
choose the icon 'insert page number' on the tool bar.
