Default how do I turn off arrow cursor highlighting?

I have somehow managed to turn on a cursor highlighting function in Word,
Quicken and other programs. Instead of moving the cursor, it highlights
everything I do when I move the cursor. How do I change this?

Have you tried pressing ESC?
