Default How to eliminate blank rows in tables if no merge data falls in?

I have a table in a text box within a merge document. When no data falls
into a whole row of cells in the table, how do I make the rows underneath
that DO have data move up accordingly.

I know in Merge I check off "don't print blank lines if no data". I'd like
the table to do that too, but have been unsuccessful so far.

Can it be done? Thanks for all your help!
