Format the first figure in your fraction as a superscript (Format|Font), then
change the font size of the second figure to point size 8.

Which method are you attempting to use? For 3/8, 5/8, and 7/8 there are
built-in font characters that you can select from Insert Symbol or enter in
any of the other ways you insert special characters (see
http://word.mvps.org/FAQs/General/InsertSpecChars.htm).
