Default Editing Scanned Documents

We have scanned some legal documents to put into our Microsoft Word Document
files. We used a scanning program on our computer called Omni Pro/Scan Soft.
Our intention is to edit them so that they can be used over and over again.
When I try to type in a signature line, it will not create one. Why?

Probably because you've scanned it as a picture, not a Word doc.
