Default HELP w/ text field shifting

I have scanned a copy of a form that will be filled out over and over again.
I've done the preliminary set up w/ text fields, drop downs, etc...when I
lock the form and try to fill in the text fields, it automatically shifts the
text fields that are after the one that's being filled in. Is there any way
to lock the text fields so that they don't move? Thanks in advance for any
suggestions!

Many forms designers put the form fields in a (borderless) table with auto
resizing disabled and exact row heights set.
