Default How do you insert elipses into a column in Word?

For example:

Governors Office..................................... 404/656-1776
Georgia Emergency Management Agency 404/635-7200
National Weather Service, Atlanta 770/486-0020
National Weather Service, Jacksonville, FL 904/741-4411, 904/741-5186
National Weather Service, Tallahassee, FL 850/942-9398
National Weather Service, Charleston, SC 803/554-0197, 803/744-0211
National Weather Service, Columbia, SC 803/822-8037, 803/822-8133
National Weather Service, Greenville, SC 864/848-9972, 800-268-7785

Select the paragraph that you want to have an "ellipses", click
on Format | Tabs, and add a dot leader to the tab for the phone
number.

Hi and thanks - but at the risk of trying your patience, I cannot figure out
what "add a dot leader to the tab" means. I've tried Fromat / Tabs, but can't
seem to figure out how to add the ellipses via this method...?
