Default Positioning text box option

What does relative vertical positioning mean in the advanced layout of a text
box? I have tried it, but the positioning changes to absolute after I close
the dialogue box.

Default Positioning text box option

Did you drag, "nudge" or otherwise cause the object to move after setting
the Relative positioning? If so that overrides the setting & restores an
Absolute value based on the new position of the object.
