Default key stroke timing mishap

When I strike the same key twice or more times in sucession, there is a one
second delay before the key is accepted.

This applies to all commands: entering text, moving the cursor, hitting tab.

How can I undo this?

Check the settings in Windows Control Panel | Accessibility Options.
