Default Track Changes - turned off, but still displays changes

I have turned off track changes, but when I make changes to a template or a
document, changes (deletions and insertions, formatting, etc.) still display.
Then the accept or reject buttons are not available. How can I prevent this?

Default Track Changes - turned off, but still displays changes


You should be able to accept/reject changes even if Track Changes if off. If
not turn Track Changes back on, Accept all changes in document, turn TC off.
