Default Inconsistent paragraph spacing

Word 2003: Lately I've been having trouble with small paragraphs of text at
the bottom of one page wrapping to the top of the next, even though there is
obviously enough room on the page to accommodate it. I've checked all the
settings in my Paragraph menu - no "keep with next" or "keep lines together"
settings checked. There are no hidden page/section breaks to delete and no
additional hard returns (I've checked it with the Show/Hide tool turned off
and on). The height of the headers & footers is also not a problem. I don't
know what else to check/do.

Default Inconsistent paragraph spacing

Perhaps there is excessive "Spacing before" applied to the paragraphs in
question?

Default Inconsistent paragraph spacing

Widow/orphan control can sometimes cause this in short paragraphs. The
setting is on the same dialog as "Keep with next"
