Default Footnotes

How do you put footnotes on a multi-page document, in such a way that you
can move the text (increase/descrease) leaving the foornotes in place.

I am thinking of View/HeaderandFotter, but can't see how to make different
footnotes other than in the first page.

Footnotes will normally remain on the page on which the text to which the
footnote refers is located. If they don't, see the article "Why do my
footnotes sometimes end up on a different page from their references in the
text?"

Headers and Footers are NOT the thing for this.
