Default Continuous Section Break and Page Numbering Stating at 1

As far as I can tell, my coworker and I have the same Word setup. However, we
each are getting different results from doing the same thing. Here are the
steps:

1) Create New Blank Document
2) Click Insert|Break
3) Click Section Break|Continuous
4) Click View|Headers and Footers
5) Click in the Footer of the second section and click Link to Previous to
remove the link
6) Click Insert|Page Numbers
7) Click Format...

Here where things get weird. On my computer, it has "Continue from Previous
Section" selected. On his computer, it has "Start at" selected with the
number 1. How do I get his to automatically select "Continue from Previous
Section" rather than him having to change it each time?

Tony: As far as I can tell, I'd say you'd have the same results if you copy
your normal.dot over to his PC, at least if that's a viable solution?
