Is there a way to export those track changes that are active to anything
other than the Print Function?

I would really like to be able to export it to an excel spreadsheet for
reviewing all the changes that have been made to the document.

Or at least to a flat text file so that I can import it into a .CSV file in
Excel.

This would require macro code. You can ask in the word.vba.general newsgroup
for help with the task. Be sure to mention the version of Word involved.
However, it's a known problem that the Revisions collection doesn't always
return everything the way it should, so no guarantees about how comprehensive
such an "export" would be, especially if the document is very large or
contains a lot of changes.
